Multiple 1 Page Domains Pointing Towards My Site?

My client has a Home Loan Modification business website and he has 6 domains that have some content and then point towards his business website using a FOR MORE INFORMATION CLICK HERE type link. Is this Blackhat SEO? If it is Blackhat then how can I make it so that it isn’t? If the website being penailised, if so how can I find out?
