Link From A .com Site To A Country Specific Site.

Hey,

I have a .no (norwegian site) website and I’m trying to improve its ranking in Google.no. Norway being a small country there is only so many places I can add a link to my website. The question is thus; will it improve my ranking in Google.no, in anyway, to have links to my site from .com websites?
