Link Building Software For Google Links:url

Can someone direct me to a link building software package that will

1. collection urls from Google links:url
2. add linking sites to database
3. allow user to view target and source sites
4. search site and who is for email addresses
5. Select email address for email
6. has editor to compose link request emails
7. track who responds to letters
8. check if they put up a link and track it over time

I have been diligently but unsuccessfully searching the web for such a package.
