Huge Un-explained Google Penalty

We took over the SEO for a client site over a year ago, and have failed to get any reasonable Google rank, though the site ranks very well for MSN or Yahoo. All of the pages appear in the Google cache and there have been some occasional double digit rrankings for a couple of keywords. We are using asp.net and MS SQL Server Express. There is no black-hat or keyword stuffing (at least that we can find). We recently submitted the site for re-consideration through the Google webmaste dashboard, but have not heard back.

Does anyone know how to see what Google penalty is in place for a specific site?

The penalty is pretty obvious, I have included a sanitized screen shot of the data (Moderator, please let me know if this is unacceptable).
