Duplicate Content Avoidance

We sell tour tickets online at my day job. When I look at Copyscape results for my pages I see about a dozen others that have scraped my content to use in their sales site.

Does anyone have any effective ways of dealing with this? I’m sure it’s hurting my ranking as duplicate content will have a winner and a bunch of losers.

Here are the options I can think of:
1. Cease and desist - a pain in the butt and not very effective if you aren’t willing to back them up.
2. Make my site rock - my plan, but sometimes others have advantages such as a bazillion backlinks.
3. Change my content on a somewhat regular basis - what effect does this have on my rank and with ~500 products it’s a pain too.

I know there’s not much I can do with them but was wondering if anyone had a method to step out in front of these lazy bozos (not the first word that came to mind) that just steal my content.
