Any Point In Asking A 0 Pr Site To Link To Me?

Hi everyone.

I looked at a rival site, newer than mine with far less content, which is ranking #2 for a very competitive keyword phrase. Inlink checking shows it has dozens of links from 0 PR sites. It’s become a pr3 site and not much traffic. So how are they ranking so well? I thought PR0 inlinks have little value…

Any ideas?
